If you wish to contact Rex with information that you are legally or organisationally prohibited from providing to journalists, it is strongly recommended that you take precautions to avoid being identified as a media source.
Under Victorian law and its Evidence Amendment (Journalist Privilege) Bill 2012, journalists’ communications with confidential sources are subject to strong legal protection.
However, there are few legal protections to any digital trail that sources leave behind on electronic systems not controlled by either the source, the journalist or the media company.
At a bare minimum, you should never use email accounts, landline phones or smartphones that have been provided by your employer or school, are accessible by other persons, or produce usage bills that do not go directly to you.
If you are a government employee, or you work in a politically sensitive industry, you face further risks in that the ‘metadata’ records of who you have been emailing, calling or texting can be accessed by government agencies without a warrant, even if you use personal accounts/phones.
Potential sources should read these guides on how to communicate anonymously with journalists published by Wired magazine (note: anonymous pre-paid phones are difficult in obtain in Australia) or The Intercept website .
Given the explosion of online and telco surveillance, the oldest communications method, that of a of a face-to-face meeting, may be one of the most secure.
Unfortunately, the use of these two encryption programs requires a significant amount of technological skill and patience.
